GOSSTROY Certificate (state building trade of Russian Federation)The GOSSTROY Certificate is necessary for business activities in the construction industry.
The certifcate is passed unanimously by different ministries of construction of the Russian Federation and compatible with the international norms.
The intention of the constructions regulations is to safe the lives and health of the construction workers as well as as to protect the environment.
The statutory requirements dictate the handling of the construction
instruments.The number of the included objects is correspondingly to
the character of the industry very broad. Therefore the glossary
distinguishes between operating facilities, construction services and
building materials:
- Equipments for the industrial production of building materials and establishment of living houses
- technical aids to construction,
- engineering technical models of houses and equipments,
- construction acitivities in generally, especially building and installation services.
Building materials:
- concrete, mortar, street covering, cement, binder,
- luting materials, isolating materials, waterproof materials and sealing materials,
- heat insulation and noise protection devices,
- ballasts, pebbles, sand, stones,
- bricklayer and carpenter's materials,
- chemical stuffs, eg Polyvinyl Chloride,
- windows, building glass plates, insulating glazing of different materials,
- door, window and balcony blocks,
- locks and door bars.

Permission
In the first step to get the permission it is necessary to find out the category with the help of the classification system of the product.
If the category is not to determine an expert has to be consulted.
Then it's to be checked, whether a hygiene and / or fire protection certificate is needed.
When both or one of these are required you have to apply for the certificate, because it's the precondition to gain the GOSSTROY certificate and this one can in a further step be the requirement for the GOST-R certificate.
After categorization and formalities a instutition accredited to by the ministry of building trade has got to test the objects to prove the conformity with the standards and regulations of Russian Federation.
