Technical Regulation TR CU 032 (Pressure Equipment) – Safety and EAEU Compliance
The Technical Regulation TR CU 032 “On the Safety of Equipment Operating under Excess Pressure” was adopted by the Customs Union in 2013 and has been mandatory since 1 February 2014. Today, it remains in force within the Eurasian Economic Union (EAEU).
The products concerned include pressure vessels, pipelines, valves, safety devices and other pressure equipment, often used in high-risk industrial facilities. EAC Certification or Declaration under TR CU 032 is mandatory to legally place such products on the EAEU market and operate them without issues with inspection authorities.
Scope of the TR CU 032/2013 (EAC PED)
TR CU 032/2013 covers the following pressure equipment and components:
Categories of Pressure Equipment
One of the most important criteria for determining whether EAC Certification or EAC Declaration is required under TR CU 032 is the category of the pressure equipment.
The categories range from Category 1 (low risk) to Category 4 (high risk):
- Category 1–2 → subject to conformity assessment in the form of an EAC Declaration
- Category 3–4 → subject to conformity assessment in the form of an EAC Certification
Parameters for Category Determination
To determine the category according to TR CU 032, the following information is required:
- Volume or diameter
- Operating temperature
- Maximum allowable working pressure (or design pressure, if operating pressure is not defined)
- Working medium
After determining the category, the fluid group must also be established:
If pressure equipment is operated with different working media, the most dangerous medium must be selected. TR CU 032/2013 divides the environment into two groups:
- Group 1: Flammable, oxidising, combustible, explosive, toxic and highly toxic gases, liquids and vapours in a single phase, including mixtures
- Group 2: All other media not belonging to Group 1

Special Rules and Harmonization with the PED
Safety devices and pressure relief equipment are generally classified as Category 4 under TR CU 032.
An exception applies to safety devices that are specifically designed and manufactured for a particular piece of pressure equipment – in such cases, they may be classified in the same category as the equipment they protect.
In short:
- standard safety valves = Category 4
- equipment-specific safety devices = same category as the equipment.
The categories of pressure equipment according to TR CU 032 (Categories 1–4) correspond directly to the categories of the European Pressure Equipment Directive (PED) 2014/68/EU (Categories I–IV).
According to TR CU 032, pressure equipment that falls under “Good Engineering Practice” (Category 0) according to the PED Directive 2014/68/EU is not subject to EAC Declaration or EAC Certification.

TR CU 032 Technical File – Required Documentation
According to Clause 16 of Technical Regulation TR CU 032/2013 “On the Safety of Equipment Operating under Excess Pressure” (Pressure Equipment), the manufacturer must supply a Technical File (technical documentation) together with the pressure equipment. This Technical File includes, among others:
- Technical passport of the equipment
- EAC Safety Justification
- General arrangement drawing
- Passports of safety devices (if available and provided for in the design documentation)
- Calculation of the throughput capacity of safety devices (if available and provided for)
- Strength calculation of the equipment
- Operating manual / instructions
- Drawings, diagrams, calculations and other documentation in accordance with the supply contract
This Technical File forms the basis for EAC Certification or Declaration under TR CU 032 and ensures compliance with all safety requirements for pressure equipment.
