The Technical Regulation TR CU 010 “On the Safety of Machinery and Equipment” was adopted by the Customs Union on 18 October 2011 and has been mandatory since 15 February 2013. Today, it continues to apply within the Eurasian Economic Union (EAEU).
TR CU 010 covers almost all industrial sectors, including woodworking, metalworking, food processing, heavy and light industry, chemical, petrochemical and gas industries.
Depending on the level of risk, machinery and equipment is subject to EAC Approval – either in the form of EAC Certification or EAC Declaration. Both conformity assessment procedures confirm compliance with TR CU 010 requirements and are mandatory for safe operation and legal market access within the EAEU.

Declaration and certification schemes according to TR CU 010/2011
The Technical Regulation TR CU 010/2011 defines several conformity assessment procedures for machinery and equipment. Depending on production type, delivery quantity, application area and safety requirements, different declaration or certification schemes apply.
Declaration Schemes (d-schemes)
- 1d scheme – for machinery and equipment manufactured in series
- 2d scheme – for a specific delivery batch or a single unit
- 3d scheme – for machinery and equipment manufactured in series
- 4d scheme – for a specific delivery batch or a single unit
- 5d scheme – applies in special cases, for example:
- machinery and equipment intended for use at potentially hazardous production facilities (HPF)
- when the applicant does not apply the norms and standards specified in Article 6(1) TR CU 010/2011 (e.g. for innovative products)
- when complete testing cannot be performed before installation at the site
- 6d scheme – for series production where the manufacturer operates a certified management system
Certification Schemes (c-schemes)
- 1c scheme – for machinery and equipment manufactured in series
- 3c scheme – for a specific delivery batch or a single unit
- 9c scheme – for a limited batch or a single unit intended for the technical equipment of enterprises within the EAEU

Steps of the Conformity Assessment (example: 5d scheme)
The main steps include:
- Preparation of documentation in accordance with Article 8(10) TR CU 010/2011;
- Implementation of production control;
- Submission to a certification body for type examination;
- The certification body performs a type examination based on submitted documents and may:
- test a representative sample;
- review documentation and conduct partial or full testing of critical components;
- If successful, a type certificate is issued and included in the declaration of conformity;
- The EAC declaration of conformity is registered.
Specifics of the 5d scheme:
- Mandatory for machinery and equipment used at hazardous production facilities (HPF);
- Applied if the applicant does not use the harmonized norms and standards listed in Art. 6(1) TR CU 010/2011 (e.g. innovative products);
- Applied if full testing is not possible prior to installation on site;
- In such cases, the certification body may require additional inspections, risk assessment and acceptance procedures on site before final confirmation of conformity.
TR CU 010 Technical File – Required Documentation under Article 8(10)
To confirm compliance under TR CU 010/2011, the applicant must prepare a Technical File (technical documentation) in accordance with Article 8(10). This Technical file serves as proof of conformity with the requirements of the regulation and includes, among others:
- Safety justification
- Technical specifications (if available)
- Operating documentation / Operating manual
- List of applied standards under Article 6 (if applicable)
- Contract or shipping documents (for a batch or single item)
- Quality management system certificate (if available)
- Research reports (if available)
- Test reports (by manufacturer, seller, authorized representative, or accredited lab)
- Certificates or test reports for materials and components (if available)
- Foreign conformity certificates (if available)
- Any other documents directly or indirectly confirming compliance with TR CU 010
