Customs Union

A Customs Union is a common economic and customs territory in which multiple countries apply unified external tariffs, harmonized import regulations and common technical requirements. In the context of EAC certification, the term refers to the Customs Union of the Eurasian Economic Union (EAEU), which includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

The Customs Union forms the regulatory basis for the free movement of goods within the EAEU. It allows products, once properly imported and conformity assessed, to circulate throughout all member states without additional national certification procedures.

The Customs Union is intended to:

  • apply unified customs regulations,
  • implement common Technical Regulations,
  • reduce trade barriers between member states,
  • simplify the movement of goods,
  • and harmonize regulatory requirements across the economic area.

Within the Customs Union, the following apply:

EAC certification is directly based on the regulatory structure of the Customs Union. An EAC Certificate or registered EAC Declaration issued in one member state is generally valid throughout the entire EAEU.

As a result, manufacturers and exporters can:

  • access multiple EAEU markets simultaneously,
  • reduce certification costs,
  • standardize regulatory procedures,
  • and simplify cross-border trade operations.
