Conformity Assessment

Conformity assessment is the official procedure used to verify that a product complies with the Technical Regulations of the Eurasian Economic Union (EAEU). It forms the regulatory basis for EAC certification and EAC declaration procedures and is required for the lawful import and placement of products on the EAEU market. Without a successfully completed conformity assessment, market access to Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan is generally not possible.
The legal requirements are defined by the Technical Regulations of the EAEU (TR EAEU / TR CU). Each Technical Regulation specifies which conformity assessment procedures apply to specific product categories. Depending on product type, risk level, intended use and supply model, different certification or declaration schemes may be required.
Conformity assessment procedures may include technical documentation reviews, laboratory testing, hazard and risk analyses, safety evaluations, factory audits and inspection controls during the validity period of the certificate. The scope of assessment mainly depends on the risk potential of the product.
For lower-risk products, conformity assessment is often performed through an EAC declaration procedure, where the applicant assumes responsibility for product compliance. For safety-critical products, EAC certification by an accredited certification body is typically required. Particularly complex assessment procedures apply to machinery, pressure equipment, explosion-protected products and industrial electrical systems.
A central element of conformity assessment is product classification. This determines which Technical Regulations apply to the product and which conformity assessment procedure is required. Incorrect product classification is one of the most common causes of delays and additional costs in certification projects.
The results of conformity assessment are documented in official conformity documents, particularly EAC certificates or registered EAC declarations. Only after successful completion of the procedure may the EAC marking be applied and the product legally marketed within the EAEU.
