EAC Declaration

The EAC Declaration is a conformity declaration in which a manufacturer, importer or authorized representative confirms that a product complies with the applicable Technical Regulations of the Eurasian Economic Union (EAEU). It is mandatory for many product categories and serves as a legal requirement for exporting and placing products on the markets of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Unlike EAC certification, conformity is declared under the responsibility of the applicant or declarant rather than being directly issued by a certification body.

The legal basis for the EAC Declaration is defined by the Technical Regulations of the EAEU (TR EAEU / TR CU). Depending on the product category and certification scheme, the declaration may be based on test reports from accredited laboratories, internal manufacturer testing or a combination of different conformity evidence. Once completed, the declaration is registered in the official EAEU database and receives a unique registration number. Only after registration may the product be marked with the EAC conformity mark and legally placed on the EAEU market.

The declarant assumes full legal responsibility for the accuracy of the information provided and for the technical conformity of the product. In practice, incorrect documentation, wrong product classification or unsuitable test reports frequently lead to customs issues, market surveillance problems or liability risks. Especially for electrical products, machinery and industrial equipment, a proper technical assessment is essential.

The EAC declaration process often includes the review of technical documentation, operating instructions, test reports, risk assessments and product descriptions. Depending on the applicable Technical Regulation, testing by accredited laboratories may additionally be required. The specific conformity assessment requirements vary significantly depending on the product category and risk level.
