Declarant
The declarant is the legal entity established within the Eurasian Economic Union (EAEU) that registers an EAC declaration in its own name and assumes legal responsibility for the conformity of the product. Unlike EAC certification, where conformity is confirmed by an accredited certification body, an EAC declaration is issued under the responsibility of the declarant. For manufacturers located outside the EAEU, this role is particularly important because declarations can only be registered by an entity legally established within the EAEU.
According to the Technical Regulations of the EAEU (TR EAEU / TR CU), the declarant may be a manufacturer, importer or authorized representative within the Eurasian Economic Union. The declaration is registered in the official EAEU database and is based on technical documentation, test reports and other conformity evidence. In many cases, testing performed by accredited laboratories is required to support the declaration. The declarant role is closely connected to the applicant function and carries full responsibility before authorities and market surveillance bodies.
In practice, selecting the correct declarant structure is essential for legally compliant exports to the EAEU. Incorrect information, incomplete documentation or an unsuitable legal structure may lead to rejected declarations, customs problems or regulatory risks. Especially for serial production deliveries and long-term export activities, a reliable and legally secure declarant structure is critical.
We support manufacturers and exporters in establishing an appropriate declarant structure within the EAEU and can provide authorized representative services where required. In addition, we coordinate technical documentation, testing procedures and declaration registration to ensure reliable and legally compliant market access throughout the Eurasian Economic Union.
