Applicant

(also: Declarant, Authorized Representative)

The applicant is the natural or legal person who applies for EAC certification, EAC declaration or product registration through an accredited certification body. The applicant acts as the officially responsible party before authorities, certification bodies and market surveillance authorities within the Eurasian Economic Union (EAEU) and is formally listed in the certificate or declaration. This role is highly important because the applicant assumes legal responsibility for the submitted documentation and product conformity.

The Technical Regulations of the EAEU (TR EAEU / TR CU) require the applicant to be legally established within the Eurasian Economic Union. Manufacturers located outside the EAEU therefore need an importer or authorized representative within the EAEU. Depending on the certification scheme, the applicant may be the manufacturer, importer or an authorized representative. Especially for serial production certification, the correct applicant structure is essential for the validity and usability of the certificate.

In practice, the applicant influences the entire EAC conformity assessment process – from the initial application and technical documentation to customs clearance and later market surveillance activities. Incorrect applicant information or an unsuitable legal structure often results in certification delays, customs issues or rejected certificates. Liability risks may also be directly connected to the applicant.

We support manufacturers and exporters in establishing a legally compliant applicant structure within the EAEU and can provide authorized representative services when required. This ensures a reliable basis for EAC certification and secure market access to the Eurasian Economic Union.
