Import License

An import license is an official governmental authorization that may be required for importing certain products into the Eurasian Economic Union (EAEU) in addition to EAC certification or EAC declaration. Import licenses mainly apply to regulated product categories subject to increased governmental control, such as specific chemicals, encryption technology, radio equipment, medical products or other controlled goods. Without a valid import license, products may be rejected during customs clearance even if all conformity assessment documents are available.

The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, unified regulatory requirements apply to imports and product conformity. While EAC certificates or EAC declarations confirm the technical compliance and safety of products, the import license additionally authorizes the actual import transaction from a governmental perspective.

Whether an import license is required depends primarily on product classification and the applicable TN VED EAEU customs code. The competent authorities publish official lists of products subject to licensing requirements. Additional regulatory obligations may also apply, such as state registrations, radio communication approvals or special security authorizations.

During customs clearance, the import license, EAC conformity documents and customs documentation must be complete and fully consistent. Discrepancies between product descriptions, TN VED classifications or technical documents frequently lead to customs delays or market surveillance issues.

Import license requirements commonly affect industrial specialty products, encryption and communication equipment, chemical substances, safety-related components and products subject to governmental control regulations. In many cases, the regulatory review is carried out simultaneously with EAC certification or state registration procedures.
