RoHS (TR EAEU 037/2016)
RoHS refers to the restriction of hazardous substances in electrical and electronic equipment. The abbreviation stands for “Restriction of Hazardous Substances.” The purpose of RoHS regulations is to reduce environmental and health risks caused by hazardous materials such as lead, mercury, cadmium, hexavalent chromium and certain flame retardants. For exports to the Eurasian Economic Union (EAEU), compliance with RoHS requirements is mandatory for many electrical and electronic products.
The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, specific regulatory requirements apply to the restriction of hazardous substances. The legal basis is Technical Regulation TR EAEU 037/2016 “On Restriction of Hazardous Substances in Electrical and Electronic Equipment.”
TR EAEU 037/2016 is conceptually similar to the European RoHS Directive but represents an independent regulatory system. European CE-RoHS compliance therefore does not automatically fulfill EAEU requirements. Many products additionally require EAC conformity assessment procedures.
During RoHS conformity assessment, materials, components and chemical compositions are evaluated. Manufacturers must demonstrate that the permitted concentration limits for hazardous substances are not exceeded. This is typically verified through material declarations, substance reports and test reports issued by accredited laboratories.
Affected product categories include electrical appliances, electronic components, industrial control systems, lighting equipment, household appliances, IT products, measuring instruments and many other electronic devices. Many of these products are simultaneously subject to additional Technical Regulations, such as low voltage safety or electromagnetic compatibility (EMC).
RoHS assessment is often an integral part of the technical documentation required for EAC certification or EAC declaration procedures. The supporting evidence must be regulatorily reliable and is reviewed by certification bodies during conformity assessment procedures.
In practice, incomplete material declarations, missing supplier statements and insufficiently traceable substance information are among the most common causes of delays during certification procedures. Early material compliance evaluation is especially important for complex supply chains.
