Hazardous Substances
Hazardous substances are materials or mixtures that may pose risks to human health, safety or the environment due to their chemical, physical or toxicological properties. These may include flammable, explosive, toxic, corrosive or environmentally hazardous substances. For exports to the Eurasian Economic Union (EAEU), hazardous substances are subject to specific regulatory requirements regarding classification, marking, packaging and conformity assessment.
The legal requirements are defined by various Technical Regulations of the EAEU (TR EAEU / TR CU), particularly in the fields of chemical safety and product safety. Depending on the product category and chemical composition, additional registrations, testing procedures or governmental approvals may be required. Correct classification of hazardous substances is essential because it determines which certification or declaration procedure applies.
For many hazardous substances, a Safety Data Sheet (SDS) is mandatory. The SDS contains information about hazardous properties, protective measures, transport, storage, disposal and emergency procedures. In addition, specific requirements apply to packaging labels, hazard symbols and Russian-language product marking within the EAEU.
Special requirements often apply to chemical products, coatings, paints, industrial cleaning agents, lubricants, batteries and electronic products containing hazardous substances. Additional restrictions may also apply under regulations such as TR EAEU 037/2016 (RoHS), which limits hazardous substances in electrical and electronic equipment.
Assessment of hazardous substances is generally carried out by accredited laboratories and certification bodies. The evaluation includes analysis of chemical composition, safety characteristics and potential risks. The resulting test reports become part of the technical documentation and conformity assessment process.
In practice, incorrect substance classification, incomplete safety data sheets or improper product marking are among the most common reasons for customs problems and market surveillance issues.
