Technical Regulations (TR EAEU / TR CU)

Technical Regulations are the legally binding regulatory requirements of the Eurasian Economic Union (EAEU) that define safety, quality, labeling and conformity assessment requirements for specific product categories. They form the regulatory foundation of EAC certification and determine under which conditions products may be legally placed on the EAEU market. Without compliance with the applicable Technical Regulations, lawful market access in Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan is not possible.

The Eurasian Economic Union was established to create harmonized technical requirements within the common economic area. As a result, national regulations are gradually being replaced by unified regulatory requirements applicable throughout the EAEU market.

From a regulatory perspective, a distinction is made between the older Technical Regulations of the Customs Union (TR CU / TR ZU) and the newer Technical Regulations of the Eurasian Economic Union (TR EAEU). Both systems currently continue to exist in parallel and are progressively harmonized and expanded.

Many products are subject to multiple Technical Regulations simultaneously. Electrical devices, for example, frequently need to comply with both Low Voltage requirements (TR CU 004/2011) and Electromagnetic Compatibility requirements (TR CU 020/2011). Machinery may additionally fall under machinery safety, explosion protection or pressure equipment regulations.

Technical Regulations also define requirements for product marking, operating instructions, Safety Justifications, risk assessments, testing methods and production surveillance. Accredited certification bodies and testing laboratories evaluate product conformity based on these regulatory requirements.

Incorrect product classification or misidentification of applicable Technical Regulations is among the most common causes of certification delays, additional testing costs and customs clearance problems within the EAEU.
