Production Surveillance

Production surveillance refers to the continuous regulatory supervision of manufacturing conditions, production processes and quality assurance systems to ensure that serially manufactured products consistently comply with certified requirements. For exports to the Eurasian Economic Union (EAEU), production surveillance is an essential component of many EAC certification procedures and is critical for maintaining the long-term validity of an EAC Certificate.

The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, binding Technical Regulations of the EAEU (TR EAEU / TR CU) define product safety, quality and conformity requirements. For many serial production certification schemes, these regulations explicitly require ongoing production surveillance throughout the certificate validity period.

From a regulatory perspective, production surveillance is typically performed through recurring inspection controls conducted by accredited certification bodies. The purpose is to verify that ongoing production continues to comply with the conditions under which the original EAC Certificate was issued. The assessment may be performed on-site at the manufacturing facility or through documentation-based evaluation procedures.

Production surveillance includes the review of manufacturing processes, incoming goods inspections, material usage, testing procedures, traceability systems and the applied quality management system. The objective is to ensure that serial production continuously delivers compliant and safe products in accordance with applicable Technical Regulations.

Production surveillance is particularly important for safety-related products such as machinery, electrical equipment, pressure equipment and explosion-protected systems. In these sectors, even small deviations may significantly impact product safety and regulatory conformity.

Production surveillance is closely connected to factory production control, audits and inspection control procedures. While factory production control is usually part of the initial certification process, production surveillance focuses on continuous conformity supervision during the entire certificate lifecycle.

If significant deviations are identified during production surveillance, the certification body may require corrective actions, additional testing, repeated inspections or, in severe cases, suspension or withdrawal of the EAC Certificate.

In practice, insufficient quality management systems, undocumented production changes, material substitutions or incomplete technical documentation are among the most common issues identified during surveillance inspections.
