Risk Assessment

Risk assessment is the systematic process used to identify, evaluate and reduce potential hazards associated with a product, machine or technical installation. For exports to the Eurasian Economic Union (EAEU), risk assessment is a central part of technical documentation and is often mandatory for successful EAC certification or EAC declaration procedures.

The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, many Technical Regulations of the EAEU (TR EAEU / TR CU) explicitly require documented risk assessments. This is particularly important for machinery, low voltage equipment, industrial installations, pressure equipment and explosion-protected systems.

During the risk assessment process, all potential hazards associated with the product are analyzed. These may include mechanical, electrical, thermal, chemical, hydraulic, pneumatic or software-related risks. The objective is to identify hazards at an early stage and reduce them to an acceptable residual risk through technical or organizational protective measures.

Risk assessment covers the complete product lifecycle — including transportation, installation, operation, maintenance, cleaning, repair and decommissioning. This ensures that hazards are evaluated not only during normal operation but also under abnormal or foreseeable misuse conditions.

The results of the risk assessment directly influence safety assessments, technical documentation, operating instructions and testing programs. Accredited laboratories and certification bodies use the risk assessment as a key basis for regulatory evaluation of product safety.

For machinery and industrial systems in particular, risk assessment is closely connected to the requirements of Technical Regulation TR CU 010/2011 on machinery safety. It also plays a major role in conformity assessment procedures for explosion protection, pressure equipment and electrical installations.

Incomplete or incorrect risk assessments are among the most common causes of findings and delays during certification procedures. Typical issues include missing hazard evaluations, insufficient protective measures and inconsistent technical documentation.

In practice, risk assessment is not only a regulatory requirement but also an important tool for improving product safety, quality and liability protection. It helps reduce technical risks and supports long-term compliance with international safety standards.
