Safety Justification
A Safety Justification is the central technical document used to demonstrate that a product complies with all applicable safety requirements of the Technical Regulations of the Eurasian Economic Union (EAEU). Within EAC certification procedures, the Safety Justification serves as the formal and documented proof that identified product risks have been systematically analyzed, evaluated and reduced to an acceptable level. For many product categories, it is a mandatory part of the technical documentation and a prerequisite for obtaining an EAC Certificate.
The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, numerous Technical Regulations of the EAEU (TR EAEU / TR CU) require manufacturers to provide a documented Safety Justification for products involving increased technical or operational risks. This applies in particular to machinery, industrial equipment, pressure equipment, electrical systems and explosion-protected devices.
From a regulatory perspective, the Safety Justification consolidates all safety-related evidence associated with the product. It typically includes risk assessments, hazard analyses, implemented protective measures, engineering calculations, material certificates, laboratory test reports, operational limitations and references to applicable GOST standards and Technical Regulations.
The purpose of the Safety Justification is to demonstrate that all reasonably foreseeable hazards have been identified and that suitable technical and organizational measures have been implemented to ensure product safety throughout the entire product lifecycle. This includes transportation, installation, commissioning, operation, maintenance, repair and decommissioning.
Within EAC conformity assessment procedures, accredited certification bodies and testing laboratories use the Safety Justification as one of the primary documents for evaluating regulatory compliance. The document forms an integral part of the Technical File and is closely linked to operating instructions, test reports, technical specifications and risk documentation.
For machinery and industrial installations, the Safety Justification is particularly important under Technical Regulation TR CU 010/2011 on machinery safety. It also plays a major role in conformity assessment procedures for pressure equipment, explosion protection and other safety-critical product categories.
Incomplete or inconsistent Safety Justifications are among the most common reasons for delays during EAC certification procedures.
