Machinery Safety (TR CU 010/2011)

Machinery safety includes all design-related, technical and organizational measures intended to ensure that machinery and industrial equipment can be operated safely. The objective is to prevent or minimize risks to operators, maintenance personnel, the environment and property. For exports to the Eurasian Economic Union (EAEU), proof of machinery safety is a fundamental requirement for EAC certification and lawful market access.

The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, binding Technical Regulations define the safety requirements for machinery and industrial equipment. The key regulation in this field is Technical Regulation TR CU 010/2011 “On Safety of Machinery and Equipment”.

As part of EAC conformity assessment procedures, manufacturers must demonstrate that their machinery complies with the applicable Technical Regulations. This includes risk analysis, hazard analysis, technical safety evaluations, protective measures and complete technical documentation. In many cases, laboratory testing, functional testing and factory production assessments are also required.

A central element of machinery safety is the risk assessment process. All potential hazards throughout the machine’s entire life cycle must be considered — including transport, installation, operation, maintenance and decommissioning. The purpose is the systematic identification and reduction of mechanical, electrical, thermal or software-related risks.

Technical documentation also plays a critical role. It typically includes operating instructions, wiring diagrams, safety assessments, technical drawings, test reports and information regarding protective systems. The documentation must comply with EAEU regulatory requirements and often has to be available in Russian language.

For many machines, EAC certification by an accredited certification body is mandatory. In serial production projects, additional audits, factory production controls and regular inspection controls may also be required. The EAC marking may only be applied after successful completion of the conformity assessment procedure.

In practice, incomplete risk assessments, incorrect operating instructions or improper product classifications are among the most common causes of delays in machinery certification projects. Particularly complex projects involve machinery subject to multiple Technical Regulations or additional requirements such as explosion protection or pressure equipment regulations.
