State Registration (incl. SGR Certificate)
State registration is an official governmental approval procedure within the Eurasian Economic Union (EAEU) required for specific product groups in addition to or instead of EAC certification. It mainly applies to products with increased health or safety risks, including food contact materials, cosmetics, chemical products, hygiene products and certain industrial goods. Without valid state registration, such products may not be imported or placed on the EAEU market even if technical conformity requirements are fulfilled.
As part of this procedure, an SGR Certificate (Svidetelstvo Gosudarstvennoy Registratsii) is often issued. This document officially confirms the state registration and legal marketability of the product within the EAEU. The registration number is stored in an official EAEU database and may be verified by authorities and customs officials.
The legal basis for state registration is defined by specific Technical Regulations of the EAEU (TR EAEU / TR CU) as well as sanitary and hygienic regulations. During the registration process, authorities evaluate safety documentation, formulations, test reports, toxicological assessments and hygienic evaluations. In many cases, the product is also verified against the TN VED EAEU customs classification code to ensure correct product categorization.
In practice, state registration requirements are often underestimated or confused with standard EAC certification procedures. Missing registrations frequently result in customs delays, import restrictions or sales bans within the EAEU. Especially for sensitive product categories, early regulatory assessment is essential.
