Certification Scheme
A Certification Scheme is a structured conformity assessment framework defined by the Technical Regulations of the Eurasian Economic Union (EAEU). It specifies which tests, documents, inspections, audits, and surveillance activities are required to demonstrate that a product complies with applicable regulatory requirements.
The Eurasian Economic Union – consisting of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan – operates a harmonized system of Technical Regulations (TR EAEU / TR CU). These regulations define various certification and declaration schemes depending on the product category, risk level, production model, and intended use.
A Certification Scheme determines:
- which conformity assessment procedures apply,
- which tests must be performed,
- which Technical Documentation is required,
- whether a factory audit is necessary,
- whether production surveillance is required,
- which roles Testing Laboratories and Certification Bodies perform,

Batch Certification Schemes, by contrast, typically focus on the assessment of a specific shipment or production lot and may require fewer surveillance activities.
