Certification Scheme
A Certification Scheme defines the specified procedure for carrying out a Conformity Assessment under the Technical Regulations of the Eurasian Economic Union (EAEU). It determines which tests, evidence, documents, audits and surveillance measures are required for the respective procedure in order to demonstrate that a product complies with the applicable regulatory requirements.
The Technical Regulations (TR EAEU / TR CU) form the regulatory basis for the conformity assessment of numerous product groups within the EAEU. Depending on the applicable regulation, the type of product and the prescribed form of conformity assessment, different certification and declaration schemes may apply.
Depending on the respective procedure, the certification scheme determines, among other things:
- which conformity assessment procedures are to be applied,
- which tests and evidence are required,
- which Technical Documentation must be submitted,
- whether a Factory Audit is required,
- whether Production Surveillance is required,
- which tasks are performed by the Certification Body and the testing bodies involved,
- and which requirements must be fulfilled for the issuance of an EAC Certificate or the registration of an EAC Declaration.
Selecting the correct certification scheme is an important part of an EAC conformity assessment procedure. A scheme that is not appropriate for the product or the intended procedure may result in additional testing, requests for further documentation, additional costs or delays. It should therefore first be determined which Technical Regulations apply to the product and which forms and schemes of conformity assessment are provided for under those regulations.
Depending on the Technical Regulation and the product, different procedures may apply. In certification procedures, a distinction may be made, for example, between the assessment of serial production, Batch Certification / Shipment Certification and certification of individual products. The requirements for testing, Audit and surveillance differ accordingly.
Depending on the certification scheme, the following assessment and surveillance measures may be required:
- Document Review,
- Product Testing,
- Type Examination,
- Factory Audit,
- Factory Production Control,
- Production Surveillance,
- Inspection Control,
- as well as other testing and surveillance measures prescribed by the respective procedure.
The measures actually required depend on the applicable Technical Regulation, the product and the intended certification scheme. More extensive requirements may apply in particular to machinery under TR CU 010/2011, pressure equipment under TR CU 032/2013, equipment for potentially explosive atmospheres under TR CU 012/2011 and low-voltage equipment under TR CU 004/2011.
For the certification of serially manufactured products, depending on the applicable scheme, product testing as well as a factory audit and regular inspection control may be required. Within the respective procedure, these measures are used to assess whether the conditions necessary for the conformity of ongoing production continue to be met.
In the case of batch certification, the conformity assessment relates to a specifically identified batch or shipment. The required tests and evidence depend on the applicable certification scheme.
An essential part of conformity assessment is the Technical Documentation. Depending on the product, Technical Regulation and certification scheme, this may include, for example:
- technical descriptions and drawings,
- Operating Instructions,
- Technical Passport,
- Test Report,
- Safety Justification,
- Risk Assessment,
- Material Certificate,
- as well as other product-specific documents and evidence.
Which documents are actually required must be determined on the basis of the specific product, the applicable Technical Regulation and the intended conformity assessment procedure. Not every product or certification scheme requires all of the documents listed above.
Selecting the correct certification scheme is important for both the Manufacturer and exporters and provides a basis for a predictable certification process. Early regulatory classification can help avoid unnecessary testing, requests for additional documentation and delays.
