Technical File
A Technical File is the structured collection of all technical, safety-related and regulatory documents related to a product. It serves as the central proof that a product complies with the Technical Regulations of the Eurasian Economic Union (EAEU) and may be legally placed on the market. Within EAC certification procedures, the Technical File is one of the most important foundations of the entire conformity assessment process.
The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, the Technical Regulations of the EAEU (TR EAEU / TR CU) require manufacturers to prepare and maintain complete technical documentation throughout the product lifecycle.
The Technical File contains all documents necessary to evaluate product safety and regulatory compliance. This typically includes design documentation, technical descriptions, electrical diagrams, bills of materials, risk assessments, safety assessments, operating instructions, test reports, material certificates and references to applicable GOST standards and Technical Regulations.
Depending on the product category, additional documentation such as engineering calculations, explosion protection documentation, pressure calculations, EMC testing or material analyses may also be required. For machinery, industrial installations, pressure equipment, electrical products and explosion-protected devices in particular, the Technical File can become highly extensive.
The Technical File forms the basis for regulatory evaluation by accredited certification bodies and testing laboratories. During EAC conformity assessment procedures, the responsible organizations verify whether the documentation is complete, technically consistent and regulatorily compliant.
One of the key components of the Technical File is the product risk assessment or hazard analysis. This documentation demonstrates which risks were identified and which protective measures were implemented to reduce those risks. Compliant operating instructions and technical markings are also essential elements of the Technical File.
For the EAEU market, large parts of the Technical File must be available in Russian language. Incorrect translations, inconsistent technical information and incomplete documentation are among the most common causes of delays and findings during certification procedures.
The Technical File must be archived throughout the validity period of the certification and often beyond, so it can be presented to authorities or certification bodies upon request.
In practice, the quality of the Technical File often directly determines the speed and success of an EAC certification project. Well-structured and regulatorily complete documentation significantly reduces clarification requests, testing effort and liability risks.
We support manufacturers and exporters in the complete preparation, structuring and regulatory evaluation of Technical Files for EAC certification within the EAEU. Our services include technical documentation, risk assessments, professional translations, standards research, testing coordination and communication with accredited certification bodies and laboratories. This ensures legally compliant and reliable market access throughout the Eurasian Economic Union.
