Declaration of Conformity

A Declaration of Conformity is the official document by which a manufacturer, authorized representative or importer confirms that a product complies with the applicable Technical Regulations of the Eurasian Economic Union (EAEU). Within the EAEU, the Declaration of Conformity corresponds to the registered EAC Declaration and is mandatory for numerous product categories before products may be legally placed on the market in Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.

The Declaration of Conformity primarily serves to:

  • demonstrate regulatory product compliance,
  • ensure product safety,
  • confirm technical requirements,
  • enable free movement of goods within the EAEU,
  • and ensure legally compliant market access.

Unlike EAC Certification, a Declaration of Conformity is often issued based on the responsibility of the applicant or declarant. Nevertheless, complete technical evidence, test reports and Technical Documentation must be available in order to prove actual product conformity.

Without a properly registered Declaration of Conformity, products subject to declaration requirements may not be legally distributed within the EAEU.

The legal basis is defined by:

  • Technical Regulations of the Customs Union and EAEU (TR CU / TR EAEU),
  • applicable certification schemes,
  • GOST standards,
  • product-specific safety requirements,
  • as well as EAEU regulatory requirements.

Each Technical Regulation defines:

  • whether an EAC Declaration or EAC Certificate is required,
  • which product categories are affected,
  • which tests are required,
  • as well as which technical evidence must be provided.

The Declaration of Conformity typically applies to:

  • electrical equipment,
  • machinery,
  • industrial systems,
  • light industry products,
  • textiles,
  • consumer goods,
  • electronic products,
  • as well as numerous additional product categories.

Depending on the declaration scheme, the Declaration of Conformity may be based on:

  • internal manufacturer evidence,
  • test reports from accredited testing laboratories,
  • Material Testing,
  • technical evaluations,
  • or a combination of these procedures.

The declaration is subsequently registered in the official EAEU register and receives a unique registration number.

The applicant or declarant carries full legal responsibility for:

  • correctness of the information provided,
  • technical product conformity,
  • completeness of Technical Documentation,
  • as well as compliance with regulatory requirements.
