Supplier Declaration

Supplier Declaration is a document in which a supplier, Manufacturer or upstream supplier confirms certain technical, material-related or regulatory characteristics of a product, component or material. As part of EAC Certification and EAC Declaration within the Eurasian Economic Union (EAEU), a Supplier Declaration may serve as supporting evidence and form part of the Technical Documentation.

Supplier Declarations are particularly relevant when technical information or supporting evidence concerning purchased components, materials and assemblies is required for Conformity Assessment. They help ensure the traceability of technical characteristics throughout the supply chain.

Depending on the product and its intended use, a Supplier Declaration may contain the following information:

  • name and address of the manufacturer or supplier,
  • product designation, type and article number,
  • details of parts and components,
  • material designations and compositions,
  • technical characteristics and specifications,
  • applied standards and technical specifications,
  • information on specific substances and substance restrictions,
  • existing tests and material certificates,
  • confirmed conformity characteristics and other manufacturer information.

The required information and evidence depend on the product, its intended use, the applicable Technical Regulations (TR EAEU / TR CU), relevant standards and the respective Conformity Assessment procedure. The requirements of the responsible testing laboratories or certification bodies may also be relevant.

Supplier Declarations can support the following areas in particular:

  • material certificates and material-related evidence,
  • Material Testing and component assessment,
  • chemical and material-related requirements,
  • restrictions on certain Hazardous Substances and compliance with applicable Limit Values,
  • safety assessments and Product Testing,
  • preparation and completion of Technical Documentation.

Complex machinery and industrial installations often incorporate components and materials from different suppliers. Technical information and supporting evidence from individual suppliers may therefore be necessary for the regulatory assessment of the complete product.

Depending on the product, the following Technical Regulations may be relevant:

For machinery, Supplier Declarations may provide information about safety-related components and materials. For pressure equipment, traceable material and component information is particularly important. For electrical and electronic products, information on material composition and compliance with applicable substance restrictions may be required.

A Supplier Declaration must be distinguished from an official Proof of Conformity. It does not replace a mandatory EAC Certificate or a required EAC Declaration. Nor does it replace any mandatory product or laboratory testing. Its acceptability depends on the product and the requirements of the applicable Conformity Assessment procedure.

Supplier Declarations may be assessed together with other technical documents and supporting evidence, such as:

Clear Product Identification is particularly important. The information in the Supplier Declaration must allow the relevant product, material or component to be clearly identified and must be consistent with the other technical documents.

The declaration must also be kept up to date. Changes to materials, components, manufacturing processes or suppliers may mean that existing declarations no longer apply to the current product version.

Typical problems with Supplier Declarations include:

  • missing or incomplete product and material information,
  • inconsistencies between declarations, drawings and bills of materials,
  • unclear identification of standards or materials,
  • missing issue dates or document version information,
  • insufficiently substantiated conformity statements,
  • outdated declarations following product or material changes.

A properly prepared and traceable Supplier Declaration supports the assessment of Product Compliance and can provide important technical information for EAC Conformity Assessment. Whether additional testing or further evidence is required depends on the applicable regulations and the product concerned.

We support manufacturers, plant engineering companies and exporters in reviewing and compiling the necessary supplier documentation as part of EAC Certification and EAC Declaration. Our services include evaluating existing Supplier Declarations and material certificates, determining the required technical information and integrating it into the Technical Documentation.
