Foreign Manufacturer

A Foreign Manufacturer is a company or individual that designs, manufactures, or markets products outside the Eurasian Economic Union (EAEU). Manufacturers based in the European Union, Switzerland, the United Kingdom, the United States, China, or other non-EAEU countries must comply with EAEU regulatory requirements before their products can be legally placed on the market in Russia, Belarus, Kazakhstan, Armenia, or Kyrgyzstan.

The Technical Regulations of the EAEU (TR EAEU / TR CU) require conformity assessment procedures for many product categories. Foreign Manufacturers play a central role in these procedures because they are responsible for the technical design, safety, and compliance of their products.

The key responsibilities of a Foreign Manufacturer include:

  • providing Technical Documentation,
  • supplying technical specifications,
  • making test reports available,
  • demonstrating product safety,
  • supporting certification procedures,
  • and ensuring regulatory compliance.

In many cases, Foreign Manufacturers cannot act directly as applicants or declarants within the EAEU system. Instead, an Authorized Representative, importer, or another locally established economic operator may be required to participate in certification or declaration procedures.

Despite this regulatory structure, the Foreign Manufacturer remains responsible for the technical conformity of the product. Incomplete documentation, inaccurate technical information, or insufficient safety evidence can lead to certification delays or regulatory issues.
