Independent Testing

Independent Testing refers to the objective and neutral evaluation of a product by an accredited testing laboratory or certification body without influence from the manufacturer or applicant. It is a fundamental principle of EAC certification and ensures that conformity assessment procedures are transparent, regulatorily reliable and internationally recognized. For many product categories within the Eurasian Economic Union (EAEU), independent testing is a mandatory requirement for lawful market access.

The Eurasian Economic Union includes Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Within this common market, the Technical Regulations of the EAEU (TR EAEU / TR CU) require many products to undergo testing by independent accredited organizations.

During independent testing, products are evaluated according to applicable Technical Regulations and GOST standards. Testing procedures are performed by accredited laboratories that must operate independently from the manufacturer both organizationally and economically.

The results of independent testing are documented in official test reports and serve as the basis for decisions by accredited certification bodies regarding the issuance of an EAC Certificate or registration of an EAC Declaration.

Only testing laboratories and certification bodies officially listed in the EAEU accreditation register are authorized to perform such testing with regulatory validity. Test reports issued by non-accredited organizations are generally not accepted within EAC certification procedures.

Independent testing is particularly important for machinery, industrial systems, electrical equipment, pressure equipment, explosion-protected products and other safety-critical product categories.

Missing or insufficient independent testing may lead to serious consequences, including:

  • rejection of certification,
  • additional testing costs,
  • customs clearance delays,
  • regulatory findings,
  • or rejection of goods at the border.

Independent testing is also closely connected to Technical Documentation, testing methods, risk assessments and Safety Justifications. All documents and test results must remain regulatorily consistent.
