Document Review
Document review is a central part of the EAC conformity assessment process and includes the formal and technical evaluation of all submitted documentation by the accredited certification body. The purpose is to verify whether the technical documentation is complete and complies with the requirements of the Technical Regulations of the Eurasian Economic Union (EAEU). The review typically includes technical drawings, test reports, risk assessments, operating instructions, safety justifications and conformity declarations.
The Technical Regulations of the EAEU (TR EAEU / TR CU) precisely define which documents must be included in the technical file and how they must be submitted. Certification bodies also verify compliance with applicable GOST standards, technical requirements and the correct product classification. In many cases, the documentation is additionally checked against the TN VED EAEU customs classification code, as this determines the applicable conformity assessment procedure.
In practice, document review is one of the most common causes of delays in the certification process. Incomplete documentation, incorrect translations, inconsistent technical information or non-compliant operating instructions frequently result in additional questions or corrective requests from certification bodies. For complex products such as machinery, pressure equipment or industrial systems, properly structured technical documentation is particularly important.
The document review process is usually completed before an EAC certificate can be issued or an EAC declaration can be registered. Only after successful evaluation of the documentation can the conformity document be officially issued. Therefore, the quality of the technical file has a direct impact on the duration, cost and overall success of the certification procedure.
